Contrary to what many believe, it is not illegal to evangelize in Israel. There are currently two laws on the books which deal with the subject.
One is a law which makes it illegal for anyone to offer someone a financial incentive to change their religion.
The other law concerns non-profit groups. My understanding of the specifics is not exhaustive, but I believe that the law basically states that any group that was not in existence as a non-profit prior to May 14, 1948 (the date on which modern Israel declared its independence) must petition the Israeli government for an amutah, basically a license to operate as a non-profit within Israel. As I said, my understanding of the specifics is hardly exhaustive, so someone else may be able to provide more details.
