Can a tiger change it's stripes? This is the translation common to this verse. But if you look on BLB you will see that Kebarbara is the hebrew word.
It sounds like someone yelling at a Barmitzwah, "Hey, Barbara!"
The idea here is found in the name of the Kebar river, the river Ezekiel was by with a name meaning sorcery.
So, it is like an evil person in a self made cage and God is challengeing them to the fact that they just can't walk away from their evil ways without His help.
