The Shawl doesn't represent much (except maybe that The Almighty has one, and wraps the univers around Him, like the four corners of the univers).
The fringes are the commandment, and MEANING given to Jews only. They therefore represent all the 613 commandments that Jews should do, or not do.
non-Jews don't have the commandment at all. Most rabbi's will find it strange and disturbing softly speaking if a non-Jew wears it.
But it's not totally forbidden to do so, there are options written by rabbi's for non Jews to wear it. But the fringes should NOT look the same. For the commandments where given to Jews. If you want to do the 613 commandments, become Jewish. Otherwise it's a bit strange to take symbols that are hard to grasp, and have another intention.

Exactly...the "shawl" is just a means of attaching the tzitzit.

this is the general opinion- for Jews only.

Exactly....it is no commandment for gentiles to use tzitzit and therefore
of no merit. It is a commandment given to Jews, and as such should
be left to Jews.
Especially since how the tallis is designed and the tzitzit tied is from
Oral Law, and Messianics/Christians do not accept it....

That's real interesting! Hey, who would want to keep 613 rules if they didn't have to? (I speak in the flesh). But while we're on this subject, how did the yarmulke come to be? I've never seen anything in scripture that commands it. In fact , in the New Covenant, Rabbi Paul said a man should not cover his head.

Look at Zechariah 8:23 and think about how for each Jew one nonjew would grab 4 fingers on the left hand, another nonjew could grab four on the right hand, then the other eight nonjews could grab four strings of the 32 available tsitsi strings.
This would make a little star of David with Gentiles as the points.
