A "red neck" is an inhabitant of the southern United States, especially the portion of the United States that tried to rebel against the northern states during the Civil War.  They are jokingly considered to have been inbred, uneducated, and the like.
To Yezeriah-

Much humor is lost in cross cultural translation.  Jethro is a name here in America that has connotations of a person who lives in the middle of nowhere.

I knew this guy from the middle east who was obessed with red neck jokes because that is how he learned the culture and the vernacular language of the south.

Similarly, last I heard Anis Sharosh (Palestinian Muslim who got saved and debates Muslims) lived in Alabama. He could probably tell you some similar stories.
